Douglas board opposes Amendment 31

The Denver Post  October 17, 2002

The Douglas County school board voted this week to oppose Amendment 31,
the proposed constitutional amendment to ban bilingual education in public
schools.

According to a statement, the board went on record against the issue because
it would be inappropriate to include in the state constitution and because it
"absolves parents from responsibility in the waiver process."

There are 35 languages spoken among the district's more than 35,000
students. Its English as a Second Language program has 478 students.
