May 19, 2006 Wire reports Senate OKs English amendments  After an emotional debate touching on what it means to be an American, the Senate approved dueling amendments on Thursday to designate English the "national language" and also the "common, unifying language" of the United States.

APRIL 7, 2006  Capitol Media Services English learners still must pass AIMS High-school seniors who are not yet proficient in English will still have to pass the AIMS test to graduate. The 9th U.S. Circuit Court of Appeals agreed Thursday to continue to block enforcement of a trial judge's order that the state cannot deny diplomas to students classified as English language learners just because they fail the standardized test of their math, writing and reading skills.

Mar. 31, 2006   Associated Press Appeals court blocks fines against the state in English learning case PHOENIX - The U.S. Ninth Circuit Court of Appeals on Friday temporarily blocked a federal judge's order that fined the state and restricted the implementation of a new high school graduation requirement because of shortcomings in instruction of students learning the English language.

Mar. 25, 2006 Associated Press Goddard is leery of parts of law on English-learners. Attorney General Terry Goddard expressed reservations Friday about parts of a new state law to revamp instruction of students learning English but said it attempts to satisfy federal court rulings by linking state funding to the programs' actual costs.

Mar. 16, 2006  Associated Press Judge rejects bid to lift AIMs exemption "The state has failed to comply with federal law for nearly six years," the judge said in an order that repeatedly referred to the years that have passed since a 2000 ruling by Collins' predecessor. Any hardship caused the state "is negligible when compared to the irreparable harm ELL students have suffered for nearly six years due to the state's inaction," Collins said.

Mar. 3, 2006 The Arizona Republic  Napolitano is handed English bill The Senate narrowly approved House Bill 2064 on Thursday. That sets up a decision expected today by Democratic Gov. Janet Napolitano that could end a bitter eight-month stalemate over instruction for English-language learners. The governor's choice: to veto the bill or to let a federal judge consider whether it meets his standards.

Feb. 23, 2006 Associated Press English bill OK'd in Senate, hits snag in House  The state Senate on Thursday narrowly approved a new Republican bill on revamp programs for the instruction of students learning English. But the House then delayed action further action until next week so the measure can be rewritten to make it harder for Democratic Gov. Janet Napolitano to make major changes.

Feb 19, 2006  Associated Press Ariz. racking up court fines over schools Roughly six years after a federal judge ordered Arizona's governor and lawmakers to improve programs for students learning English, the two sides are at a potentially expensive impasse. Since Jan. 25, the U.S. District Court here has fined the state $500,000 each day the sides do not reach an agreement. The bill is already $12 million. But whether the state will actually pay - and even where the money would go - is still unclear.
